shutdown loom iing if lawmakers can't cut a deal by tomorrow. both the hout and senate leaders say they are optimistic they will reach a compromise on tax cuts and government spending. but, time is running out. steve handelsman is on capitol hill with the latest on this. steve? >> reporter: thanks, good evening. up here on the hill, no bipartisan agreement has been announced. the prospects for one are still looking good. with government set to partially shutdown saturday, a rare show of cooperation in the senate. >> get us out of here at a reasonable time in the next few days. >> reporter: a deal on tax cuts. >> we are optimistic we'll be able to resolve boast on a bipartisan basis. >> reporter: the democrats tied them into one issue. republicans need to extend the payroll tax cut and unemployment benefits without pushing a controversial oil pipeline.

the white house has up countdown clocks. the president stood with workers who need taxes to stay low. >> 160 million working americans won't see their taxes go up january 1st. >> reporter: on the key obama demand, a tax hike on millionaires to make up for the middle class. the white house caved, again. >> the president's priority hasn't been to raise taxes, it's been to lower taxes. >> reporter: the head house republican rubbed it in. >> i appreciate the fact they gave up on their millionaire surtax. think didn't give anything up because they never had it. >> reporter: speaker boehner agrees a deal is near. >> there's no need to shut down the government. >> reporter: this can be, says boehner, untangled. the deadline is midnight tomorrow, friday, saturday. exactly 16 years after

government did shut down. remember, three weeks, 1995 december to the beginning of 1996. the public blamed republicans for that. it was a disaster for the career of then house speaker newt gingrich. live from the hill, i'm steve handelsman, news 4. back to you. >> thank you, steve. more tax trouble for marian barry. he failed to file his 2010 income tax returns. now, the irs is placing a lien against his house. the former mayor has a long history of not filing taxes. he owes tens of thousands of dollars in back taxes. $1300 in extra payments is with held from his salary each month. he blamed it on the irs beaurocracy. >> more trouble in prince george's county. tiffany alston is accused of

adding an employee to the payroll to pay for work at the law firm. the worker was paid $800 while working for the firm, not the state. she's facing charges she used campaign funds to pay for her wedding. the fbi launched a new campaign to catch one of washington's most notorious rapists. he's called the potomac river rapist. he's known for at least a dozen attacks in the '90s. pat collins has more on the blitz to track him down. >> reporter: they have the sketch. they have the website. they have the billboards. they have dna evidence. a full court press by law enforcement to find the man they call the potomac river rapist. >> these acts occurred throughout the region. horrible, despicable acts. so many victims and their

families. it's time to bring it to closure. >> reporter: he's responsible for eight rapes between 1991 and 1997. he's also linked to the 1998 rape and murder of a 29-year-old woman dragged into the woods off canal road, sexually assaulted and killed there. >> with your help, we can identify and apprehend and bring to justice the potomac river rapist. >> reporter: what do we know about this guy? we know he's strong. in some cases he literally scaled up the side of a building to get to his victims. if someone resisted, he responded with violence. one woman fought back and he beat her in the head with a boom box and fractured her skull. here in the woods off canal road when kristi began to scream, he picked up a boulder and dropped it on her head.

worker was found today in the reservoir in maryland. the victim is chuck duckett. the 35-year-old disappeared after a deer hunt assignment december 2nd. chopper 4 captured this video of workers searching the video. he worked for the sanitation company for 12 years. he leaves behind a wife and three children. it has been a costly mission in terms of dollars and in american lives. 4500 u.s. military men and women have been killed in the nine years since the u.s. led war in iraq began. today, there was an official ceremony to mark the end of u.s. involvement. most of the troops in iraq should be home in time for christmas. richard engel reports from baghdad. >> reporter: it was a remarkably small ceremony marking the end of a big controversial, costly war in iraq. just a few hundred troops

attended in the outskirts of baghdad near the international airport. they watched the official u.s. military command flag here in iraq fold and cased. it will not be brought out again. it's officially retired. this marks the end of the u.s. war in iraq. the u.s. military command no longer has authority here. iraq is a sovereign nation. >> i have mixed emotions. i feel good because i get to go home to my family and i really do hope the best for the iraqi people. this has been really hard last eight years. >> reporter: there is still one mission to go, to withdrawal the remaining roughly 4,000 american troops in iraq. by fall, the vast majority of american troops have made their way south to kuwait and waiting to be outprocessed and return home. richard engel, nbc news,

baghdad. many troops elated to come home to the u.s. many worry it could mean a return to violence in their country. republican candidates get one more chance to get their message out to voters. they will square off for the 13th time tonight. much attention will be paid to newt gingrich. also attention on mitt romney, who made a gaffe at a debate last time when he made a $10,000 bet with rick perry. the iowa caucuses will happen on january 3rd. virginia state employees could have extra money to take home a year from now. today, governor bob mcdonnell proposed a 3% bonus for state workers. they will get it in 2012. he announced a $2.2 billion investment in the public employee pension funld. there's no actual salary increases. virginia state workers have not

received a pay raise since 2007. turning to our weather now, temperatures climbed up into the 60s out there. doug kammerer is live in fairfax where one family is all decked out for the holidays. december 15th and you are standing out there in your shirt sleeves, what's going on? >> i feel great. the weather is fantastic. last year, we were in numerous front yards talking about how much hot chocolate we could drink. this year, plenty of warm temperatures. temperatures in the 60s. look at the house here. some of the family members coming out. they got done eating dinner. they have the inflatables, all the lights here. this is really the centerpiece of this neighborhood. there's a fight with the neighbor right behind the back of them that has a lot of lights. i'll call it a friendly war, so to speak on who can get the most lights up in time. let's look at the weather for

the d.c. council is coming under fire because of its holiday party. councilmembers were asked to dip

into their constituent service fund to foot the bill. tom sherwood has the story. >> the doors in the john wilson building are showing the festivity of the season. various government agencies like the cfo office are hosting modest in-house parties paid for with donations. this is the upscale washington court hotel. it's the festive scene for thursday night. now a controversial d.c. keown till party. $7,000 to $8,000. mainly because of how it's being paid for. some councilmembers are using money from the constituent service funds, the semipolitical $80,000 accounts some complain are slush funds rather than money to help needy constituents. >> what we found is only an average of 12 cents for every dollar of this money was spent

on real needs. >> reporter: what about council parties for themselves and staff members? >> it's a bad idea if you are not going to involve the constituents. >> reporter: brown is defending the party saying it's for the staff. >> right now, america is struggling. columbia is no exception. every year, we have a holiday party that we provide for our staff that work so hard every day, working with the residents of the district of columbia. this year, we scaled that party back like everyone else has. >> several criticize the hotel party and declined to comment on camera. he declined to pay $338 share and he's not going. you want to tell me why? >> i believe with the scrutiny of the funds that and the expense of this, the nature of it, i would rather not use the constituent fund for this. >> reporter: tom sherwood, news

4, washington. chairman brown says he's writing a personal check for his share. councilmembers could do the same, if they want. the white house released an official photograph of the first family. they are holding hands, smiling. malia is 13 now sitting between her mom and dad. 10-year-old sasha is on her father's lap. they are looking awfully grown up now compared to the portrait taken back in 2009. obama's said that's why they decided it was time for a new picture. >> families all over america send out those updated photos on christmas cards. now back to the holiday lights in fairfax. that's where we, again, find doug with a look at elaborate decorations. hey, doug. >> we have a great family here. take a look at this holiday

>> tar ra she's 2. connor is four and a half and lucy is one. >> chris, you not only do your house, but help out the rest of the neighborhood? >> sure. it's a great opportunity to socialize with the neighbors. some nights are later than others. by the time we are done, we have all had a great time and spent good time socializing. >> you wanted me to give out your phone number in case anyone else needed you. it is nice. it is really warm out here now. the kids, just a light jacket on. no jacket needed here. the high temperature reached 63 degrees today after a low of 43. last year, a high temperature, 34 degrees. it was not fun. temperatures around the region, the warm spot, 50s and lower 60s. 62 at the airport. with the winds at 13 miles per hour out of the south-southwest. as we look around the rest of the region, temperature wise, 61 to the west in winchester. 63 to the south in manassas.

64 in fredericksburg. as far as the rain is concerned, the rain is gone. shower ak thetivety moved through earlier. the showers are down to the south. showers back into west virginia. they are very light. the frontal boundary is still to the west. the front is going to move through overnight. then we see changes with the temperatures. during the month of december, you don't expect to see 63 degrees last long. this evening, mostly cloudy, scattered showers. we have seen the winds gusting upwards of 20 to 30 miles per hour. the temperatures in the 50s to 60s throughout the 8:00, 9:00 hour. tomorrow, 38 to 45 degrees. that's very mild for this time of year. with a ten to 15-mile-an-hour wind, things are going to be cooler outside. tomorrow, a lot cooler. about 15 degrees cooler tomorrow. high temperature 43 to 49 degrees as the clouds are thickening.

we see a chance of a shower into tomorrow evening as really cold air moves in for the weekend. i think this weekend we'll see temperatures into the 40s. saturday, a cold saturday. 46 degrees on saturday. a really cold sunday, we are going to have a storm system that moves through sunday morning. it could give a few a.m. snow showers across the region. i'm not expecting anything big but it will cool things down. monday, a high of 54 degrees. we go back up monday. as we make our way into the middle part of next week, shower activity. temperatures move back into the 50s. once again, really no frigid air or arctic air to come. it's still way up to the north. out here back in the city of fairfax, we are going to talk to the family one more time coming up later on. we send it back inside to you guys in the studio. it's where they are. do you want to say other things? are you talking to us?

fairfax county school board is scheduled to vote on a

controversial measure that would allow security cameras inside their high schools. this comes after a series of foot fights. the cameras would be placed in the cafeterias, lobbies and other large gathering places. each school principal would have the final say. those pushing for the cameras cite safety issues. opponents say it's an invasion of privacy. other counties already use the cameras. more school news. puppies are a popular study break strategy. dogs were at the university of maryland to help students and possibly find new homes. erika gonzalez reports. >> reporter: they sat. they stood. it was a line that wrapped around the student union of the university of maryland. what would make thousands of students wait for hours? puppies. >> where you going?

the threat of a partial government shutdown is now but a day away. there's hope tonight. house and senate leaders say they are confident they can reach a budget deal by tomorrow night's deadline. mayor vincent gray released a statement moments ago saying the district is preparing for a possible interruption in non-emergency sbrinterruptions. authorities believe this man the responsible for adozen attacks. federal agents will use the same

social media blitz that eventually led to the capture of the east coast rapist. the u.s. mail tear officially ended their combat mission in iraq today. it began back in 2003. nearly 4,500 u.s. service members have been killed. right now, 4,000 troops are still in iraq. they will be leaving in the coming days. they are expected to be home in time for christmas. the government is taking several local businesses to court on charges they helped to fund a terrorist organization. >> now, they are going after millions of dollars in assets. derrick ward has our report. >> reporter: the court filings spells out a scheme by which cocaine and used cars were sold and a portion of the money sent to hezbollah. investigators with the dea say the cocaine came from south america and the used cars came

from columbia, maryland and burtonsville. an export company and burton business are among 30 from michigan to miami named in the federal filing. >> the idea was to get the money into the banking system in lebanon. >> reporter: the way it works, money is wired from lebanon to buy the cars in columbia, burtonsville and elsewhere. the cars were sent to africa. proceeds from the sales of the cars and coke in africa gets sent back to lebanon. the lebanese canadian bank was among the chief entity. once the money was back in the middle east, a substantial portion of the money would find its way to hezbollah. >> terrorists going to networks for funding. we have recognized if drugs are generating $400 billion a year around the world and state

sponsorship of terrorism is declining, terror is fueled by drug trafficking is on the rise. >> reporter: they would be completely within their rights and the law to seize the assets of companies who did this with terrorist organizations. they do not believe many of the dealers especially the ones in maryland knew the proceeds were ending up with hezbollah. >> authorities believe the kingpin is an individual. he's been indicted. they don't know where he is. a fairfax station homeowner asked police to help catch the the vandals that destroyed his holiday decorations. they smashed the decorations with a baseball bat. michael lester puts up the display every year. he says it ruined decorations were worth $7,000. over the past 15 years he's

spent $50,000 on his display, which attracts thousands of visitors every year. police have never seen anything like it before. a base jumper who leapt from a 500 foot tower last night in arlington. but, her parachute got stuck in a tree on the way down. julie carey tells us how it ended with several people being arrested. >> it has to be a stupid stunt, no matter what age you are. that's a stupid stunt. >> reporter: that was a common reaction among neighbors in arlington when they got a look at the the parachute, yes, parachute snagged in a backyard tree. this is where it came from. the 500 foot weta tower. a group of five scaled the tower to do a base jump. police say the first jumper, a 48-year-old woman from connecticut landed not on the ground, but in the tree. the whole thing might have gone

undetected except a neighbor heard a noise and called 911. police came to the scene and found all parachuters gone. they were discovered in a nearby parking lot. the woman taken to the hospital. all five face charges. >> they have been charged with trespassing. they climbed the tower without permission. >> reporter: base jumping is popular. they video tape it and place it on youtube. >> i didn't hear anything. of course, i might have been asleep. >> reporter: most residents missed the drama and were surprised to learn of the parachute eating tree. >> i have seen base jumps. i am pretty into it. i have been sky diving. i don't see how, just looking at it, it doesn't look safe. >> let them do it. it's their problem, not mine. >> reporter: others were amazed the woman base jumper survived.

if she hasn't hit the tree, she could have hit a power line. >> if this was one person sky diving, they wanted to do something crazy and they did it. you don't see that kind of stuff around here. >> reporter: in arlington, julie carey, news 4. the injured woman is still in the hospital. a friend told us by phone the woman has no comment. george mason university announced a new leader. cabrera is president of the thunder bird school of global management in arizona. he replaces allen who retired in june after a 16 year run. he's increased enrollment and becoming more selective about admissions. they have one of the highest graduation rates for hispanic and african-american students in the country. it's an accomplishment cabrera hopes to continue. >> i hope i can continue in that tradition. i am an imgranlt grant.

they are doing it throughout the holiday season. today, the officers were at the potomac mills shopping center. police were pulling drivers over this week, not for reasons you might expect. they were handing out gift cards as a reward for good driving. they received cards for wearing seatbelts and up-to-date registrations. it's part of the motto to protect and serve. all the money came from community donations. >> good for them. what you got coming up, dan? >> the wizards folks think they are going to have a decent team next year. i hope they are not the only one that is think that. time will tell soon. they have a young squad. they are looking forward to showing them off. a former redskins coach

he does it with so much passion. >> this could affect this season and the future for the team. the redskins needed all the fire power they could get facing eli manning and the giants this weekend. la ron landry is lost for the season. the team placed him on injured reserve because of lingering groin and achilles injuries. his future with the team has to be in question. he'll be a free agent. he's been plagued by this achilles injury. he's played in 17 games over the last two seasons. the redskins were hoping that a healthy landry would make the safety position the strength of the defense. neither has been able to stay healthy. according to mike shanahan, this was a decision la ron felt like he had to make. >> he felt like he was 60% at best. really, there wasn't a chance to push it or tear it.

he felt in his best interest to be put on. we understand why he did. >> he's in a contract year. two straight seasons ended by injury. how will this factor into your decision if you are going to bring him back or not? >> the first nine games of last year, he should have been defensive player of the year. he dominated the game. he's never healed from it. coming back this year, going through training camp, he wasn't able to go full speed. throughout the season, he's had the injury. hopefully, he can get surgery and let it heal. >> mike shanahan not sounding too good. he's been battling a cold. he gave an odd answer. are you going to bring him back or not. >> it is not fair for you to show those pictures. under armorman. >> on steroids. >> it's like you ten years ago.
